We are getting ready for the 6th IPN Congress

 

In Moscow on April 23-24, 2009 the 6th congress of the Indigenous Peoples of the North, Siberia and the Far East will be held.

 

Despite the recent positive changes in the socio-economic development of the Country, the indigenous peoples of the North, Siberia and the Far East continue experiencing substantial problems both in their everyday life and uncertainty for the future.   

 

In the course of his visit to the Far East in September 2008, the President of the Russian Federation gave much attention to the problems of the peoples of the North. His instructions to that effect inspired our people hoping to improve their life. Along with that, despite the measures taken by the country leaders to improve the situation of the peoples of the North there remain a number of unsolved problems. Today there is an acute need to announce those problems according to the practice established since the late 1990s to discuss them jointly with the authorities and find the methods for their solution. The traditional RAIPON congresses, held once in four years, have served as a venue for such discussions. 

 

In this connection the RAIPON, being supported by the state bodies of the Russian Federation, is getting ready the 6th Congress of the Indigenous Peoples of the North, Siberia and the Far East, which is to be held in Moscow in April 23-24, 2009.

 

The Congress will address the practice of law-enforcement in the constituent entities of the Russian Federation with respect to the observance of the rights and the guarantees of the indigenous peoples of the North and also their further involvement in solving, jointly with the authorities, of the entire set of problems of the North, Siberia and the Far East; preventing the obstacles to establishment of traditional subsistence territories; refinement all the forms of cooperation both on the international and Russian level, experience exchange in the practice of joint – indigenous people and local authorities  - of management (co-management); refinement of the methods for practical work of NGOs of the peoples of the North to ensure the rights of those people, ensuring effective interaction of the of the indigenous NGOs and the administrative bodies and implementation of the programs of economic and social development of the indigenous peoples of the North, and other vital issues that could be brought up by the Congress delegates.

 

About 350 delegates from 25 constitutional entities of the Russian Federation representing all the indigenous peoples of the North, Siberia and the Far East will participate in the Congress, and over 300 persons will be invited.

 

Among those invited to the Congress are the President of the Russian Federation, Chairman of the RF Government, the leaders of the Federation Council and the State Duma and also ministries and agencies, chief executive of the ministries and agencies, members of the Federation Council and deputies of the State Duma, Federal Assembly, leaders of the constitutional entities of the Russian Federation, delegations of the European Parliament and the European Council, delegation of the Human Rights Agency with the UN Supreme Commissar, delegations of international intergovernmental organizations and NGOs, ambassadors of the countries of the Arctic Region. Ministers and members of parliament of the northern countries, eminent Russian and foreign politicians, public figures and media people will also take part in the Congress.

5.         Meeting of the IPN Coordination Council, Public Chamber, April 21, ;

6.         The meeting of the Indigenous Consultation Council of the Plenipotentiary Representative for the Northern Federal Okrug, April 22, RF Public Chamber ;

7.         The exhibition «Northern Civilization 2009»: April 22-26, Russian Exhibition Center;

8.         IPN Festival: April 22 – 25, Russian Exhibition Center grounds, Moscow ;

9.         Plenary meeting of the Congress: April 23-24 ;

10.       The festival «The Days of the North in Moscow »: April 25, the Russian Exhibition Center;
